Whether second level compares the last accent difference instead of the first accent difference.

This enum is marked as non-exhaustive
Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.
Off = 0
Leave off the backward second level option. Diacritics in the second level will be ordered by default from beginning to end.
On = 1
Turn on backward second level ordering so that the second level compares backwards, starting from the last diacritic letter and moving towards the beginning.
